Regions4’s Position Paper for COP31
COP31 must represent a decisive shift from ambition to implementation. As climate impacts become increasingly severe, delivering on climate and biodiversity commitments requires governance systems that connect global ambition with action on the ground. States, provinces and regions are at the forefront of implementation and must be recognised as drivers of change.
At COP31, Regions4 calls on Parties to:
- Make regions central to climate governance by strengthening multilevel cooperation and integrating subnational governments into climate planning and implementation.
- Build resilient territories through locally and regionally led adaptation that responds to the needs of communities, ecosystems and economies.
- Get finance to where climate action happens by enabling direct, accessible and predictable funding for subnational implementation.
- Put nature at the heart of climate action by advancing integrated solutions for climate, biodiversity and resilience.
