The Parties to the CBD have increasingly recognised the potential and complementary role of regional and local governments in the Convention’s implementation. It is also widely acknowledged that decentralised efforts help nations reach their targets while serving as testing grounds to evaluate strategies and implementation techniques.
At COP 10 in Nagoya, Decision X/22 adopted the Plan of Action on Subnational Governments, Cities and Other Local Authorities for Biodiversity (2011-2020) that supports subnational authorities in achieving the CBD’s Strategic Plan and the Aichi Biodiversity Targets. The decision also established the Advisory Committee of Subnational Governments within the CBD framework, which Regions4 coordinates.
