The report “Investment Dialogue: Where Private Capital Meets Subnational Climate Solutions” captures the key insights and outcomes of the investment dialogue “Where Capital Meets Regional Climate Solutions”, held during London Climate Action Week 2026 at Scotland House.
Co-organised by Regions4 and the Under2 Coalition, in partnership with the European Climate Foundation (ECF), the Sustainable Finance Observatory (SFO) and UNEP, the dialogue brought together subnational governments, international financial institutions, private sector financiers—including banks, pension funds, equity funds, private foundations, operators and insurance providers – as well as philanthropic organisations and technical experts.
The dialogue responded to a growing recognition that achieving global climate goals depends on strengthening the ability of subnational governments to access and deploy climate finance at the regional and local levels. Participants explored how public and private actors can accelerate and channel investment towards climate action in territories.
The report brings together the key messages and insights from these discussions, highlighting opportunities to better connect regional climate solutions with the capital needed to scale them.
