CDP Regions4 States and Regions Climate Action Summary Report 2025

2026 marks ten years of RegionsAdapt reporting. Annual disclosure has helped demonstrate the collective impact of regional governments, strengthen transparency, and showcase adaptation progress around the world.

As we celebrate 10 years of RegionsAdapt turning climate adaptation commitments into action, Regions4 launched the States and Regions Climate Action Summary Report 2025, developed in collaboration with CDP.

This special anniversary edition shows how 75 states and regions — representing 377 million people across 19 countries — are accelerating climate action, and features more of the 300+ regional stories supported by #RegionsAdapt throughout the decade. 

As Natalia Uribe, Secretary General of Regions4, reflects: “A decade of reporting shows that states and regions are not only planning for resilience, they are delivering adaptation on the ground”.  

Key highlights: 

  • 91% of states and regions are reporting climate hazards 
  • 93% have a climate action plan or strategy 
  • 69% have set greenhouse gas emission reduction targets 
  • & Innovative adaptation and mitigation actions showcased from around the world.
