The SDG Observatory in Rio de Janeiro, Brazil, is a platform that monitors progress on the Sustainable Development Goals (SDGs) using data from across the state. Developed as part of a broader urban resilience framework in cooperation with UN-Habitat, it provides localized information to support analysis and decision-making. The initiative was implemented through a structured six-stage process, from strategic planning and information technology architecture to platform development, launch, and formal handover to the state government.
An Indicator-Based Monitoring System
At the core of the Observatory is an indicator monitoring system that aggregates data from municipal, state, and national administrative records to provide a localized overview of SDG performance.
This technical foundation supports the production of periodic thematic notebooks and sector-specific analyses covering areas such as healthy urban development, digital transformation, and security.
Ensuring Interoperability and Data Integrity
The Observatory has been designed to integrate with Rio de Janeiro’s existing digital environment. Its interoperability has been ensured through an audit of the platform’s source code by PRODERJ, the state government’s information technology authority.
To maintain data integrity and ensure the platform remains relevant, the Observatory incorporates an active listening process that engages both civil society and the state secretariats represented in the State SDG Commission.
Showcasing Local Solutions
The initiative also includes a dedicated SDG Challenge, which identifies award-winning local initiatives and integrates them into the platform to showcase proven territorial solutions.
These examples provide visibility to practices that have demonstrated results and contribute to the Observatory’s knowledge base.
Transition to State Ownership
Once the implementation phase is completed, the Observatory transitions into a legacy mode in which the state government assumes full operational responsibility.
This handover is supported by comprehensive documentation and training materials designed to standardize platform use across different government departments, helping ensure the long-term operation and maintenance of the Observatory.
