In 2024, the Scottish Government published its third Scottish National Adaptation Plan (SNAP3), setting out actions to strengthen Scotland’s resilience to climate impacts between 2024 and 2029. SNAP3 directly responds to the third UK Climate Change Risk Assessment (UKCCRA3), addressing 61 identified climate risks and opportunities. 

What sets SNAP3 apart is its first Monitoring & Evaluation framework to track adaptation progress, its commitment to inclusive communication—including simplified, Gaelic, and children’s versions—and its strong focus on place-based and nature-based solutions. The Plan integrates adaptation into broader policy goals such as the Just Transition and economic transformation, while reinforcing Scotland’s commitment to international climate justice and local community engagement. 

Recognising that effective adaptation requires collaboration across all sectors, SNAP3’s 23 objectives are led and delivered by the Scottish Government and a wide range of public bodies—from local authorities to transport operators—offering a transparent, participatory, and locally driven model for climate resilience. 

This 1 hour session will offer an opportunity to explore the Scottish approach in depth, engage directly with Scottish representatives, and reflect on what lessons can be applied across other regional contexts.
