The Aliança Catalunya 2030 is an institutionalized multi-stakeholder coalition in Catalonia, Spain, established through the National Agreement for the 2030 Agenda, which was approved by the Government of Catalonia in February 2020. The Alliance operates as a decentralized, region-wide platform that brings together a broad range of actors under a shared strategic framework. Organizations that wish to join the Alliance must formally commit by defining specific and concrete actions. Rather than requiring a standardized format, the Alliance allows commitments to reflect the diversity of participating entities, while ensuring they meet a common set of institutional criteria.

The governance of Aliança Catalunya 2030 is coordinated through a Steering Group, which is open to any organization that formally joins the Alliance by submitting its commitments.
The Steering Group serves as a collaborative space where members share technical knowledge, exchange best practices, and strengthen cooperation across sectors. It also supports the integration of members’ sectoral SDG strategies into Catalonia’s broader regional framework.
A Dynamic National Plan for Implementation
A key technical element of the Alliance is the National Plan for Implementation, conceived as a dynamic instrument that is periodically updated through participatory workshops and multi-sector dialogues.
This process helps ensure that the regional strategy remains responsive to emerging challenges, including the social and economic shifts caused by the pandemic.
