A RegionsAdapt Community of Practice

An online event open to Regions4 and RegionsAdapt members.

Regions play a pivotal role in enabling and scaling climate action at the local level. Through funding mechanisms, technical support, planning frameworks, and coordination across levels of government, they are key drivers of municipal adaptation efforts.

This RegionsAdapt Community of Practice will bring together regional governments to exchange how they are supporting cities and municipalities in developing and implementing climate adaptation plans. It will highlight concrete approaches, from capacity building and governance models to financing and territorial coordination.

The session will also provide a space for members to reflect collectively on shared challenges, identify priorities, and shape joint messaging ahead of the upcoming IPCC Special Report on Cities and the next RegionsAdapt Progress Report.

Introduction & Context

Welcome, objectives, and overview of the session.
Setting the scene ahead of the IPCC Special Report on Cities, focusing on the role of regional governments in enabling municipal adaptation and multilevel governance.

Part 1: AdaptaCidades – Brazil’s Flagship Initiative on Adaptation Multilevel Governance

Presentation on how Brazilian states support municipalities through coordination, technical assistance, and adaptation planning.

Part 2: Working Discussion — Multilevel Adaptation in Practice

Exchange with RegionsAdapt members and invited participants on how regions support municipal adaptation in different contexts, to inform the RegionsAdapt Progress Report 2027 and contribute to key messages for global adaptation agendas.

We will invite short experience-sharing interventions from members, and strongly encourage active participation from all attendees.

There is already confirmed interest in sharing insights from Québec, Catalonia, Basque Country, Jalisco, Andalusia and Yucatán. However, we warmly invite all members to reflect on the following questions and contribute to the discussion:

• Key roles regions play in supporting municipalities : what is their added value? Why are they essential?
• Effective approaches, governance arrangements, mechanisms and tools
