The First Global Initiative Supporting Governments on Climate Adaptation

Over the past decade, members have scaled up adaptation, shared knowledge, and brought regional perspectives to international climate discussions.

Climate change is intensifying, and regions are on the frontlines. RegionsAdapt, launched in 2015 at COP21, alongside the adoption of the Paris Agreement, is the first global initiative dedicated to supporting subnational governments in climate change adaptation. It supports states and regions in turning climate risks into action through four essential steps of the adaptation cycle: assessing vulnerabilities, planning ambitious strategies, acting through adaptation measures, and reporting to share lessons and strengthen policies.

By joining, governments commit to concrete steps that protect communities, ecosystems, and economies. Over ten years, RegionsAdapt continues to empower regions and invites new governments to join, reinforcing their role as key actors in building climate-resilient territories.

Ten years of building political commitment

2015 - Launching the global voice of regional adaptation

  • RegionsAdapt launched at COP21 by the governments of Catalonia and Rio de Janeiro State.
  • First global initiative led by regional governments dedicated exclusively to climate adaptation.

2016 - Pioneering subnational adaptation reporting

  • RegionsAdapt members began reporting adaptation actions through the CDP States and Regions platform.
  • Integration into the emerging Marrakech Partnership for Global Climate Action

2017 - Building a global community of practice

  • Launch of six thematic Working Groups, creating the first structured peer-learning space for regional adaptation.
  • In its first two years, RegionsAdapt organised 25 online meetings, webinars and international exchanges connecting regions worldwide.

2018 - Accelerating technical cooperation and knowledge exchange

  • Launch of matchmaking technical exchanges and a Visiting Expert Programme between Québec and Gossas.
  • Creation of the Working Group on Regional Adaptation Plans around the Adaptation Policy Credibility Tool with support from BC3 (Basque Centre for Climate Change).

2019 - Elevating regions in global adaptation governance

  • Publication of the RegionsAdapt Report on Multi-level Governance in Climate Change Adaptation with contributions from BC3 (Basque Centre for Climate Change), which showcases the climate governance experience of over 33 subnational governments worldwide.
  • Launch of the global #RegionsVoice campaign by Regions4 to amplify regional leadership in climate negotiations.

2020 - Advancing resilience during global disruption

  • RegionsAdapt sustained international cooperation and peer exchange throughout the COVID-19 pandemic.

2021 - Driving resilience action on the global stage

  • RegionsAdapt became an official partner of the UN-backed Race to Resilience.
  • Expanded focus on resilience outcomes for people, ecosystems and local economies.

2022 - Strengthening regional influence in UN adaptation processes

  • Regions4 became co-lead of the LGMA Adaptation Working Group.
  • Regional governments gained stronger representation in Global Goal on Adaptation discussions and UNFCCC negotiations.

2023 - Championing climate justice and multilevel partnerships

  • Launch of the RegionsAdapt Progress Report 2023 on climate justice and equitable adaptation.
  • RegionsAdapt joined the CHAMP (Coalition for High Ambition Multilevel Partnerships) initiative at COP28.

2024 — Advancing adaptation accountability and tracking

  • Launch of the first RegionsAdapt Subnational Adaptation Tracker, a platform showcasing adaptation progress and reporting from states and regions worldwide.
  • Contribution to the UNEP Adaptation Gap Report 2024 on subnational adaptation monitoring.

2025 - Scaling adaptation finance and political mobilisation

  • Launch of the RegionsAdapt Progress Report 2025 focused on adaptation finance and investment barriers.
  • Historic mobilisation of subnational governments at the first Global States and Regions Summit during the Local Leaders Forum.

2026 - Celebrating a decade of regional adaptation leadership

  • Launch of the 10-year anniversary campaign.
  • Development of the RegionsAdapt Playbook capturing ten years of adaptation knowledge and cooperation.
