Andalusia, Spain

This project aims to assess how effectively the Andalusian budget contributes to climate action. To achieve this, the Regional Government of Andalusia has developed its own green budgeting methodology, aligned with international frameworks such as those of the OECD, European Green Budgeting, and the EU Green Taxonomy. The process involves analyzing budget indicators with climate impact, quantifying the financial effort through weighting coefficients, and carrying out a qualitative evaluation of public programmes. In addition, annual reports, training activities, and technical advisory sessions are conducted to build institutional capacity. Through this comprehensive approach, Andalusia is positioning itself as a pioneer in integrating sustainability into public financial management.
