Regions4’s Annual Report 2025 highlights a year of expanded impact, strengthened collaboration, and tangible progress across our network. In 2025, we grew to 56 members in 24 countries, collectively representing 171 subnational governments reaching over 430 million people. Our Board of Chairs shaped global climate resilience and adaptation agendas, reflecting growing political influence and reach.
Our global RegionsAdapt initiative continued to drive climate resilience, with 85 regions strengthening their leadership, supported by the launch of the RegionsAdapt Report 2025 on Financing Adaptation, shaping adaptation finance agendas. In West Africa, 15 regions strengthened biodiversity and climate resilience through targeted support. The launch of the Just Resilience Action Platform (JRAP), supported by the Scottish Government and partners, strengthen cooperation between regions and support access to funding for the territories most exposed to climate impacts.

Regions4 continued to strengthen cooperation between regions and support access to funding for the territories most exposed to climate impacts, with initiatives such the RegionsAdapt and the Just Resilience Action Platform. Together with partners, we have worked with several regions in West Africa to develop territorial resilience projects, where biodiversity becomes a driver of local development and green jobs. In 2025, we have sought to focus on issues that are essential: strengthening climate resilience and facilitating access to funding to implement concrete projects in regions.
