Establishing a Regional SDG Framework
Regions4SDGs outlines a model of action to support regions mainstream the SDGs. This means establishing a structured set of activities that, by working as a system, enable effective action by the regional government to accelerate SDG delivery.
The actions outlined by the Framework are organized into a linear process divided in an “Onboarding” phase and three “Tracks”, meant to help regions proceed in a logical order. The process is meant to serve as a reference also in the likely case that a region already has several actions in place and is planning its next steps.
The onboarding process focuses on getting started by setting the ground for an effective regional SDG framework. Suggested activities include designing a governance structure, establishing a team to lead the framework to coordinate the mainstreaming of the SDGs, providing all regional departments with adequate capacity, and setting up a mechanism to engage territorial actors in decision-making and implementation.
The data track aims to enable evidence-based decisions through robust data and regional diagnostics. This track includes analyzing regional competences against the Agenda 2030 targets, mapping relevant policies, establishing an indicator framework and procedures to disclose data and report on the region’s positioning.
Track 2 aims to translate the data gathered in Track 1 into an evidence-based, sustainable, and actionable development strategy. Suggested activities include scenario planning, formulating a vision statement and defining regional goals. Other action includes the identification of activities that help achieve the agreed goals of the regional framework, which include multilevel coordination and communication efforts.
Investment
This track aims to support regions in improving local revenues, attract investments, and align resources with impactful SDG action. Suggested activities relate to building capacity among regional officials, exploring investment pathways, identify funding sources and support the design of investment strategies that align with the SDGs.
The track-based scheme is to be intended as cyclic: after the investment-implementation phase, monitoring data is meant to be updated and measures to be reviewed, in a long-term development perspective.
The four phases – Onboarding, Tracks 1, 2 and 3 – are designed to be implemented over the course of 18-24 months. During this timeframe, several activities are recommended, which will be elaborated on throughout the onboarding phase and the three tracks. Each phase is supported by tools and resources to help build capacity, support advocacy and partnership building.
